I used to waver on this when they wouldn't let Casey Martin ride. Now I'm looking at it from a MLB Baseball perspective. And NBA, NFL, et. al. If a guy's got a bad shoulder, bad elbow, hip, leg, testicle or bad toe and can't perform at the top level he gets to go on the IL and then rehab. He doesn't get a bigger bat, bigger glove, swing at pitches from a wheelchair or allowed to pitch from 40' 4".

The condition your body's in IS part of the game... whether you are to blame or it's situational blame.
