Matt Chapman has an elite arm. Adrian Beltre had an elite arm. Geno Suarez's arm dwarfs Williamson's.

You know bouncing the throw to first is considered a strategy, a bounce throw. I guess there's various reasons for it but I don't think it's necessarily indicative of a weak arm
