I think several factors have combined to push the date back from the 2020 initial projection.
1. Kikuchi after flashing #2 for 1st month has looked largely AAAA ever since. That is a 13 million dollar salary that was supposed to be another Marco G. at least.
2. Even though the vets performed well the returns were not as good as even a couple years ago would have been.
3. Justus looked like he would be basically MLB ready to start the year but he got off-track and even with the recovery in AA it held back possibly being MLB seasoned to a degree.
4. The big prospects are really not ready. I think Fraley is ready but Kelenic, White, Lewis, JRod, Cal, Marte, Feliz are looking more like 2021 and beyond. I know Shed is probably back soon and other guys like Bishop, Lopes may be up but I consider them likely to be more roll players vs regulars or impact players.
So 2019 I think the Sept. call-ups include Fraley, and Justus for sure.
2020 We should see Dunn, Gilbert, White, Lewis.
2021 rotation Gilbert, Justus, Marco G, Kikuchi, Dunn push 1 to the pen, or AAA, for an Ace.
BP assume guys like Tui, Kerr, and the many prospects have formed a solid unit.
Positions: 1B White, DH V-Bach, 2B Nola, SS JP, 3B Seager, Catcher Narvaez, OF Haniger, Fraley, Lewis, Mallex.
2021 is Domingo's last control year but for some reason I see him being traded. I could easily accept him as a DH, 4th OF as well. I could also mention Lopes, Shed Long, and maybe 1 or 2 other guys filling some roster spots.
Next year it looks like there is room for Tommy Milone's, and Leblancs. 2021 given even conservative development timeline and health project 2021 to have high profile types at every position.
I really do think there is important development to be witnessed coming down the stretch.

He is my ideal outfield. Haniger RF, Bishop CF, Fraley LF. Lewis starts off 2020 in Tacoma, then hopefully comes up in May to play LF with Fraley CF and Haniger RF. Bishop as 4th OF. Then trade Haniger, Lewis or Fraley for pitching when Kelenic is ready (I think that may be late 2020)

I see you clarified in this thread. Still, no reason to waste a roster spot when Santana can play RF and we could give a DH or 1B a chance. A guy that can actually help the team more than his replacement would. Unlike Bishop. If they start Bishop as 4th OF, great. Bishop or Mallex should be on the roster. Not both. Bishop is the better defender though, and I think has more potential as a hitter. Also cheaper with more years of control. I would be. Unless he has a major injury. He's not going to give up so close to the MLB. He'll probably make a good hitting coach some day if he wants, but not for a long time.

Even if you ignore that fact that he is probably in bottom ten worst OFers in the modern era, his OPS for a RF ranks only 23rd of 31. If the guy can't handle a move from RF to LF he sure as hell can't be a 1B. Bishop had a .878 OPS in Tacoma so it's not like he is another Broxton.
I would rather give Bishop a shot in CF next year in another throw away year and let Haniger stay in RF. The only viable place for Santana is DH but he has a .578 OPS there so that isn't off to a good start. And even with his slump I still like Farley over Santana as a hitter. I think Santana's recent benching is pretty definitive writing on the wall of his future with the team.

I think we could be competitive in 2021 but I don't see playoffs until 2022. With all of the available payroll we will have in 2022 there is no reason why we have to wait for 2023. Even our youngest good prospect JROD should be here by 2021. He could even be a Sept call up next season.
