It might sound overly simplistic, but Pete and John had certain players in mind (obviously). And if those players didn't fall to them, they merely went to Plan B. And Plan B wasn't terrible.
I also believe they view quarterbacks differently from other teams. The risk/reward ratio just isn't there for them in terms of drafting a first round QB. And for the most part, history would support that.
Schneider learned the game under Ron Wolf, and below are Wolf's 9 core stepping stones. It appears as though both Schneider and Carroll ascribe to most (if not all) of them:
1. Identify what needs to be fixed.
2. Hire the best - before anyone else does.
3. Develop an obsession with winning today.
4. Play to your strengths.
5. Use the four C's - Certain Devotion, Certain Dedication, Certain Work Ethic, Certain Results - to measure performance.
6. Making it work
7. Keeping it going
8. Handling the unexpected
9. Staying on top.
In addition, the Seahawks view scouting and drafting differently than the rest of the league, such as implicating measurements (with exceptions, of course), grading on their own team, and consistently signing obscure free agents. As it turns out, Wolf did the same thing with his 'no stone left un-turned' approach.
Wolf cautions against doing "quick-fixes" and sacrifice short-term gain in the long-term. Sometime a team finds itself in a situation where they could rush out to cash in on early success by signing a bunch of older, limited players in hopes of challenging sooner. But that approach contradicted Wolf's organizational philosophy. "As we worked constantly to improve through our Stepping Stone theories, we weren't about to add too many Band-Aids to our roster", stated Wolf.
