But I know Pete isn't just bring in a QB with the sole intent for the UDFA to fill the practice squad.

If he makes the team they took him to see if they can develop him like they did Wilson, Smith, and now Lock. But I doubt he takes Locks job in pre season, if they decide to keep him I think it make sense to place him on the practice squad since I believe they see value in Lock as well.
