Let's just say i don't think it unlikely that LBJ and CIA leadership could have been motivated and capable of pulling it off.

Think of the risk/reward factor.

Reward: for the CIA, pretty much nothing. For LBJ, The White House.

Risk: when they eventually get exposed, rioting, scores of people getting killed including the perpetrators...incredibly dumb risk.
