Hey! I bet wolf urine would work in breaking up the riots. At the very least, it would enforce social distancing! And as an added feature, the cost of clothing for these jerks would rise exponentially since rather than try to wash the smell out, it would be better to throw the clothes away.
Coyote urine might work as well. It is more readily available, but not as potent!
