He was reported and photographed by Law enforcement on the roof 18 minutes before before Trump was even on stage.

Heck, why was he on let on stage in the first place. They were searching for Crooks before he began speaking. He never should have been out there at all.

To answer my question... there was actually other police agencies involved, state and local. I'm gonna guess the investigation is going to find a lack of communication between the agencies
