He did get the Mueller special council started and he evidently authorized the second round of fisa spying, However he did start the Durham investigation back in 2018, I rather doubt Rosenstein is guilty of anything other than being easily manipulated by the deep state and then came back to his senses after it was clear he had been played.

Rod Rosenstein is directly responsible for Seth's death and I hope to God he is brought to justice for it.
