I don't think this proves what you think it does. The Starters have an ERA of 4.08 which ranks 17th in MLB.

M's Starters opposing OPS...
First time through the lineup .651
Second time through the lineup .711
Third time through the lineup .826

Relievers 1st time facing opponent in a game .686

If anything, they are leaving the starters in too long. They are third in innings pitched.

The bullpen ERA is LOWER in games Woo starts, and is also lower the next game. But you believe it's better to pull the starter earlier? Again, they don't need to pitch as much when Woo pitches, and they perferm better that day and the next day.

I don't give a shit what the rest of the League does. This pitch count stuff is silly.

Pulling starters when they start getting up near 100 pitches is as much about effectiveness as it is about saving arms and preventing injuries. Even with Woo, you do see him start to get hit more as his pitch count gets up near the limit. But he's also more efficient, so he gets farther into the game before that starts to happen.

I think with how are pitchers have done, Woo has to be a road game starter being our most consistent guy away from T-movile

this is it and it gets completely ignored, that and arms I feel are put under more stress than in years past. The biggest driving force could be the development of the BP. In one of those articles I was just looking at it went into it. Believe it was Sparky Anderson that's given a lot of credit or blame depending on how you look at it for the idea of managing matchups as opposed to just having a pitcher out there.
