Nor will I assume Seager wouldn't be a good 2B, especially given his trim figure.
Gordon is a known quantity with no upside left. Like watching Chone Figgins or Jarrod Dyson in decline.
The opportunity cost is about who he is blocking. Right now there are 2 guys in Tacoma who could profile at 2B, Long and Lopes. There is nobody in Tacoma or Arkansas that profiles as an MLB 3B. Mariners should not sign a free agent in 2020 to play there either, there is no point. 2021 this conversation may change, but at that point Seager will be bench fodder most likely (or hopefully dfa'd) if he doesn't figure out his bat.
